Bottles should be free of liquid, but rinsing is not necessary for recycling. I put one on a lotion bottle and it works well, except that the lotion seems to squirt back out the top of the valve that you push in. I followed directions to a T, the gaskets are all snug, and it's the correct size, I just think that thicker, more viscous things will tend to come back out due to the suction from the container.
